I can only speak for the UK, not sure from your profile where you hail from.
In Britain it is rare for the gas and electric to be disconnected by the power companies when someone moves out. In fact it is the perpetual bane of my life that people move in and out without telling the power companies at all (Sigh).
Have you checked that it is not just turned off at the main isolator. Gas will usually have a handle thing that operates a valve, Electric will have a big switch.
Cutting of the gas involves actually removing the meter, so if you have a meter there it is just a matter of turning the isolator valve on.
Cutting off the electric means removing the main fuse - this is a big block the size (and often colour) of a chocholate bar. You should be able to identify if this is in place.
Only possible snag is if you have prepayment meters, in which case you will need to find out who supplies you and get the relavant key/card to charge it all up
In the UK, if you are off supply then you should be able to get reconnected within 24 hours

The previous owner doesn’t want to keep paying for utilities when they move out of the property, and you wouldn’t want to pick up the bill with charges from the last owners, so they just get it disconnected. They would have called the company when they moved out, and then the company issues the previous owner with a final bill up to the date they left.
Its really easy though, its just a matter of calling and setting up your contact and billing info for the power company you want to use. You will usually have more than one gas or electric company in your area, so you don’t have to use the same one that the previous owners use. Depending on the number of companies in your area, sometimes some companies will offer both services, and some will even offer you a discount if you connect both gas and electricity with the same supplier.
Good luck, and enjoy your new home!

The services are usually cut off by prior owner once the paperwork is signed. All you should need to do is call the utility companies in your area and have them re hook them in your name.

Call the utility companies and have them turn it on.
